I have made no changes to any video settings and this is exactly how it appeared on my set with DirecTV.

Ditto! I'm on WideOpenWest Cable so as others have mentioned it isn't a single middle-man causing this. At first I thought it was a world feed change but now I'm not so sure.
I've also noticed that the commentary is 1-2 seconds ahead of the actual video feed/timing. They announce times before the cars cross the line.
This lack of attention to detail makes me a sad panda.

The people who put together the SpeedTV F1 broadcast should be made aware of this problem along with being made aware that people WANT the 16:9 feed instead of the cut down 4:3.
Field_Marshal, what would be the best way of doing this? Would starting a petition to show the support for the 16:9 feed make them more aware of this problem?

Here's an example of the 2 16:9 feed's I mentioned earlier.
Here is the Pure 16:9 feed that has the graphics outside of 4:3 safezone's:

And here is the feed that keeps the graphics inside of 4:3 safezone's:

The Pure 16:9 feed has some other differences such as the Gap graphics not appearing at the bottom of the screen but rather simply showing up next to the timing tower.

Guys, guys, guys.... its not Speed's problem as they are simply picking up the international feed, which is clearly where the problem lies. Note that the Speed bug in the top-right of the screen is no longer aligned with the clock/lap timer as it was in past seasons? Clearly, Speed is not in control of the matter. What puzzles me is why Bob and crew never make any comment on the problem that is plaguing all of its viewers. I would guess they are protesting the world feed behind the scenes to get it corrected, but acting like the problem doesn't exist just gets all of us worked up. Speed producers?!? - Please make some comment about it to help us understand how many more races we must suffer through. I'm resorting to my own stop watch for the Quali, but trying to keep lap counting manualiiy during a GP feed is impossible.

How does one configure their set to get the corrected 4x3 broadcast per your example? I've tried everything, but even the 16x9 broadcast on my AT&T;U-verse is showing me the cropped 4x3 with left/right black margins. Is this an MSO issue?

No this is one again a SpeedTV issue as they seem to refuse to show the 16:9 feed.

I'd like to see SPEED do for their F1 coverage what TNT does with the NASCAR Coke 400 coverage. Not the Wide-Open limited commercial thing (although that would be good), but the way they have the screen setup. Here is a quick Example.

This is retarded! 3 races in and my Direct TV HD feed still does not show me time left in Qualifying, or how many laps are left in the race, or who is P1! Speed needs to fix this feed for Bahrain and get it so that we can actually see this information on screen. Why we do not yet have a true HD 1080 feed is beyond me.....
